Peace and Security Cluster

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, governments of mine-affected countries and other mine action partners. The Centre is responsible for providing support and oversight of the day-to-day management of project field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the cluster director, who maintains overall authority and accountability for the performance of the PSC on behalf of its clients.Job specific

The United Nations Mine Action Service (UNMAS) established a regional support office, the Entebbe Support Office (ESO) in November of 2016. This office provides regional support to UNMAS programmes based in the Democratic Republic of Congo, South Sudan, and the Abyei Administrative Area. The areas of support include Procurement & Contracts Management, Logistics, Human Resources and Finance.

 Functional Responsibilities

Under the direct supervision of the Head of Support Services (HoSS) and in collaboration with the Procurement Officer, the Supply Chain Management Specialist (SCMS) will be responsible for effective delivery of assets management, logistics in order to obtain the best value for money. The incumbent shall also facilitate compliance with UNOPS Health, Safety, Social and Environmental (HSSE) systems and provide advice on preventive measures needed in order to minimize harm resulting from various hazards. The incumbent will be required to travel frequently to provide support to all the projects supported by ESO currently these include but are not limited to UNMAS DRC, UNMAS South Sudan and UNMAS Abyei (Sudan/South Sudan) within the Mission’s Area of Operation (AoO). The SCMS will be focusing on performing the following functions:

A. Logistics and Health, Safety, Social and Environmental (HSSE)

  • Develop logistics plan and to improve the business performance in terms of efficiency, profitability, management, structure and strategy.
  • Perform quantitative and qualitative analysis to improve the overall supply chain and logistics strategy and operations in order to maximize the process efficiency and productivity.
  • Develop and implement a comprehensive and streamlined logistics system that operates in accordance with ESO Logistics procedures. Contribute to the supply chain efficiency by providing technical support to other departments, particularly for shipping of goods and cargo movements.
  • Develop, review and monitor the implementation of the health, safety, social and environmental (HSSE) management plans for regional programmes in line with UNOPS policies and act as HSSE focal point as required.  Raise awareness on health and safety issues among project staff, contractors and other stakeholders. Ensure inspections are carried out in line with agreed plans and support progress against HSSE objectives and targets. Lead on all reporting requirements including on incident reports and investigations. Carries out analysis on incidents for identifying improvement plans and strategies
  • Coordinate with partners, project teams, suppliers and transport companies to ensure a complete supply chain process.

B. Assets management and warehousing

  • Manage the existing asset management and accounting system for all UNOPS managed equipment and properties in accordance with UNOPS asset management policy and UNOPS PSC Asset Management SOP.
  • Ensure databases of assets and inventory are up to date on the quantity, quality, serviceability, and location of relevant equipment/items.
  • Ensure that each project team prepares/maintains and updates on the project inventory list as well as certifies the physical check/working conditions of all project equipment. Support projects with project assets disposals as required both administratively and physically
  • Maintains and manages receiving, warehousing, and distribution operations. Keep track of quality, quantity, stock levels, delivery times and efficiency. Plan and oversee the movement of cargo in and out the warehouse to the regional programmes.
  • Ensure that the office premises are maintained and necessary repairs and maintenance are carried out in a timely and safely manner.

C. Transport and Fleet Management

  • Manage the office vehicles and transportation service to ensure punctual transportation service is provided to the staff, UNOPS visitors and high officials on mission.
  • Conduct analysis and identify improvements of fleet management to ensure optimal utilization, availability, fuel consumption and maintenance.
  • Performs any other duties as and when assigned by the supervisor.


D. Knowledge management

  • Develop and organize training for logistics personnel on proper management and record keeping in the areas of warehouse management, logistics, fleet management, facility management and health and safety.
  • Synthesis of lessons learnt and best practices in logistics;  assets management and health and safety
  • Sound contributions to knowledge networks and focus on the capacity building of the regional logistics teams and HSSE focal points.

The key results have an impact on the overall efficiency of the logistics and assets management and success in introduction and implementation of operational strategies. Strategic approach to logistics management, effective and efficient support, and timely and appropriate delivery of services ensure client satisfaction and overall effective delivery of UNOPS programmes and projects.Education/Experience/Language requirements

Under the direct supervision of the Contracts Management Officer and the overall guidance of the Head of Support Services, the Procurement Specialist twill provide support to the various UNMAS programmes supported by ESO. S/he will be responsible for the development and implementation of strategic and effective procurement services reflecting international public procurement best practices, compliance with UNOPS procurement policy, rules, regulations and procedures, ensuring appropriate risk management and obtaining the best value for money for the acquisition of goods, services and the contracting of works.

S/he analyzes and interprets the respective rules and regulations and provides advice and solutions to a wide spectrum of complex issues related to procurement and contracts management.

In addition to responsibility for the deliverables of the work team, the incumbent’s work is focused on strategic relationship building and demand management, mainly referred to aggregation and dealing with complex organizational structures, preparation of business cases and understanding of the supply market, as well as sharing knowledge with projects in order to achieve reductions of costs and savings.

Maintaining the highest degree of personal and professional ethics, the Procurement Specialist promotes a collaborative, client-focused, quality and results-oriented approach in ESO.

The Procurement Specialist works in close collaboration with the programme focal-points/colleagues and with UNOPS HQ and PSC personnel, particularly with the Procurement Group (PG) and PROT, as well as the Government officials, to successfully deliver procurement services.

  1. Development of procurement plans, and Implementation of procurement strategies

1.     Leads the implementation of procurement and contracting strategies, and development of
plans for goods, services and works, 
focusing on achievement of the following results:

  • Appropriate application of UNOPS procurement governance framework (rules, regulations, policies and tools) in UNMAS programmes supported by ESO.
  • Provision of supply-market intelligence and analysis.
  • Procurement strategies, approaches and plans designed and implemented according to cost reduction and saving strategies, applying:
    • Expertise in market intelligence matched to business requirements.
    • Optimal Stakeholder management principles.
    • Sustainability criteria.
    • Appropriate work processes to individual cases.
  • Oversight and supervision of the implementation and results of strategic and routine procurement work plans in UNMAS ESO supported programmes, covering Pre-Purchasing, Strategy and Planning, Requirements Definition, Sourcing, Purchasing, Solicitation, Management of Submissions, Evaluation, Review and Award, Post Purchasing, Contract finalization and issuance, Logistics and Contract Management.

2.     Manage Procurement processes and professional contracts for the acquisition of goods,
services and the construction of works, 
focusing on achievement of the following results, in          compliance with the official procurement policies, rules, regulations and procedures:

  • Appropriate procurement modalities and instruments applied (e-sourcing, procurement and Rosters of Suppliers) based on individual case requirements, utilizing expert knowledge of procurement policies and instruments.
  • Creation, implementation and oversight of proper monitoring and control of procurement processes including RFQ, ITB or RFP, receipt of quotations, bids or proposals, evaluation, negotiation of contracts including Purchase Orders in full compliance with UNOPS Procurement rules and regulations.
  • Preparation/review of solicitation documents, requests for awards and submissions to Contract and Property Committees (CPCs).
  • Procurement contracts and contractors optimally managed through supplier and contract performance management against agreed benchmarks and through agreed reporting mechanisms.
  • Develop a management plan for all UNOPS mine action contracts in country including, but not limited to, verification of insurance and goods procured, evaluation of subcontractor’s personnel qualifications, monitoring delivery of contractual terms, certification of reports and payments, and issue of contract amendments, verification of services delivered against contractual requirements, alignment of specifications and standards.
  • Implementation of internal control systems and a quality plan for each contract ensure compliance with contractual terms and conditions; identify solutions to conflicts/problems arising in case of poor performance or non-compliance with contractual obligations.
  • Elaboration of comments regarding project audit reports and implement remedial actions, when necessary.

3.     Ensure introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Creation, development and management of rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms.
  • Ensures that the e-sourcing tools are used in accordance with agreed goals and standards in this area.

4.     Team Management:

  • Facilitate the engagement and provision of high quality results and services of the team supervised through effective recruitment, work planning, performance management, coaching, and promotion of learning and development.
  • Provide oversight, ensuring compliance by team members with existing policies and best practices.

5.     Knowledge building and Knowledge sharing:

  • Organize, facilitate and/or deliver training and learning initiatives for UNMAS ESO supported programme personnel on Procurement-related topics.
  • Lead and conduct initiatives on capacity development and knowledge building for procurement personnel, including network development, plans, learning plans and activities, procurement practice information and best practice benchmarking.
  • Oversee team’s contributions to Procurement knowledge networks and communities of practice including collaborative synthesis of lessons learnt and dissemination of best practices in procurement management.
  • Guide team’s collection of feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

Education/Experience/Language requirements
