The Vice-Chancellor of the Sunyani Technical University (STU), Professor Ing. Kwadwo Adinkrah-Appiah has expressed his readiness to ensure that Deans, Heads of Department, Directors and Sectional Heads as well as other staff of the university whose work involves procurement related activities undergo annual refresher training on procurement processes to, among others, keep them abreast of all relevant laws and regulations related to procurement.
The Vice-Chancellor was addressing the closing session of a two-day training programme for some key staff of the university on Procurement Processes.
The training programme, organized by the Office of the Registrar, brought together over seventy-five participants made up of Deans, Heads of Departments and Administrative staff, among others.
The Vice-Chancellor underscored the urgent need for all public officials whose work involve procurement of goods and services to keep themselves abreast of the various laws and ACTS of Parliament on Procurement.
This, he explained, will not only ensure value for money and improve efficiency but also avoid the situation where they could be made to face the Economic and Organized Crime Office (EOCO) and the Office of the Special Prosecutor to answer any charges on procurement related activities.
Prof. Ing. Adinkrah-Appiah hoped that participants would apply the knowledge acquired during the training, adding that “the training programme would go a long way to help the participants to achieve their Key Performance Indicators (KPIs)”
For his part, the Registrar of Sunyani Technical University, Mr. S.A Obour, emphasized the critical role of Monitoring and Evaluation (M & E) in achieving set goals and targets in an organisation.
He was of the view that “government should push for the establishment of M & E Units in all public institutions” since in his words, “M & E puts workers on their toes and helps to improve productivity.”
A Resource Person, Ernest Osei Tutu tasked the Vice-Chancellor to set up what he called “Contract Management Team” to, among others ensure that there is due diligence in the award of contract as well as monitor progress being made untill the contract is fully executed to the letter.
The Contract Management Team, he further explained, must have “defined project expectations/objectives, effective communication lines” as well as team members who would render dedicated services.
